The Binghamton City School District is seeking candidates to fill the Program Assistant for Personnel position for the 2024-2025 school year with an immediate effective start date.

Position Description
DISTINGUISHING FEATURES OF THE CLASS: This highly confidential work involves the ability to work independently while providing assistance in the administration and coordination of personnel or payroll transactions, and the maintenance of personnel and payroll records. There is considerable contact with the public and employees required in carrying out the assignments and responsibilities of the position. The work involves complex clerical operations correspondence, public contacts; collecting, analyzing and processing information and data; and coordinating assigned projects as directed. Must have excellent interpersonal skills, be able to work in a fast-paced environment and be highly detail oriented. The work is performed under the general supervision of the Director of Personnel with leeway allowed for exercise of judgement in carrying out the details of the work. The work is of highly confidential nature. General supervision may be exercised over a clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Organizes and supervises the maintenance of personnel records relating to appointments, probationary terms, longevity, salary and leaves of absence;
- Collaborates with Central Business Office regularly to verify employee compensation;
- Prepares step increment and longevity memos to notify departments to begin proper action and processing;
- Processes and tracks employee compensation in employee management system in accordance with Collective Bargaining Agreements;
- Notifies BCSD employees on civil service examinations and follows established procedures.
- Maintains and updates various Personnel database systems and employee management systems;
- Updates and monitors compliance with required employee trainings;
- Supports the recruitment and placement of personnel and the preparation and placement of advertisements;
- Conducts new employee orientation to cover department and district procedures, benefits, and other employment details;
- Ensures that personnel transactions are promptly reported to the City of Binghamton Department of Personnel and comply with civil service and department requirements;
- Monitors the timely completion of probationary and annual employee evaluations by department heads;
- Monitors and maintains District Seniority lists;
- Monitors and maintains records related to teacher certification;
- Maintains records for processional tenure appointments, as well as civil service probationary and permanent appointments;
- Prepares Personnel Resolutions for the Board of Education agendas;
- Processes requests for classification of new positions or reclassification of existing ones;
- Assists in drafting and updating job specifications;
- Assist in payroll & benefits reporting and administration;
- May recommend new methods and procedures for more efficient operation of the Personnel Office of the Department;
- Provides indirect supervision to other staff as needed;
- Prepares reports for Civil Service, EEOC and NYSED or others as needed;
- Assists in special projects as needed;
- Attends training workshops as needed;
- Performs other related duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of the principals and practices of computerized record maintenance, analysis and reporting, as well as policies and objectives of the program.
Working knowledge of administrative principles and practices, software programs, databases and spreadsheets.
Working knowledge of the principles and practices of personnel administration;
Working knowledge of Civil Service Law and the City of Binghamton Rules for the Classified Civil Service:
Working knowledge of the techniques used in recruiting, training and evaluating employees;
Working knowledge of the procedures used in the administration of the employee benefit programs;
